Our client is embarking on a major property redevelopment and business transformation programme. The redevelopment includes the procurement of a new office using the EU Competitive Dialogue Process (C.D.) and the transformation programme requires significant procurement support to develop both interim and permanent solutions to facility and business related procurement projects.
Purpose of Job
To work alongside the Head of Procurement and other Procurement Managers in assisting service managers to develop appropriate procurement strategies and to develop procurement plans relating to this project. Some of this work will be delivered with a “self service” approach based on advice and guidance whilst others will require the Procurement Manager to deliver a full tendering service.
The redevelopment of the site using the C.D. procedure will require an active procurement involvement working alongside the clients professional advisors.
The client has created a full Programme/Project Management structure to support the full project including a Procurement Sub Group to coordinate activity and to advise managers.
Main Duties
1. To assist the Head of Procurement to manage the Competitive Dialogue process that will be necessary to procure the redevelopment of the main site and procurement of a new Building.
The client is appointing a firm of professional advisors to assist it with this procedure but wishes to retain an overview of the decision making process with an active participation in the management of the process from initial advertising through to final award.
The likely tasks will be:
• Preparing a detailed Procurement Plan which enables the client to plan and take decisions in a timely manner.
• Preparation of draft documentation and process plans for discussion with the professional advisors
• Assistance with the evaluation process
• Maintenance of appropriate procurement records to facilitate the C.D process
• Liaison with the professional advisors and other stakeholders to ensure that the procurement process is carried out effectively
2. To provide a full procurement service to managers. This may take the following forms:
• The provision of advice and guidance via a model of “self service”
• The development of Procurement Plans and Strategies
• The carrying out of full tendering exercises on behalf of managers
• Accessing OGC or other organisations Framework Agreements where this is economical and effective
• Maintaining records
• Attending meetings
3 To maintain a full record of procurement activity arising from the programme and to assist the Head of Procurement to coordinate this activity via regular meetings of the Procurement Group.
This will include:
• Maintaining full Procurement Plans and Procurement Strategy details for all major procurement projects.
• Preparing reports for the Procurement Sub Group detailing progress against key milestones
• Attending other sub groups as necessary to offer advice and to report progress as appropriate
4. Carry out agreed appropriate additional duties and activities related to the work of the Project and any other tasks agreed with the Head of Procurement that may be necessary at the direction of the Head of Procurement.
Candidates must have:
Must be experience in Public Sector Procurement Experience
Good Standard of education possibly a degree or membership of a relevant
professional organisation
Worked in a large organisation in a procurement role for at least 3 years.
Management of procurement processes using various acquisition techniques.
Working with “Client” managers as part of a Project Team.
Negotiation with contractors and suppliers.
An excellent oral communicator.
An excellent written communicator
Strong Team Working skills
Ability to multitask
Able to communicate at all levels of the organisation
An appreciation of current local government procurement issues
